The National Council of Women Annual General Meeting “Towards a regeneration for the Future”
NCW Malta Annual General Meeting 2021 was held at The Palace Hotel Sliema on Thursday 22 July 2021 In her opening address, outgoing NCW President, Mary Gaerty, called on the Assembly to join her in a prayer for past members of NCW, for those who lost their life due to the Covid-19 and for the women whose lives were taken away due to femicide, which saw an increase during Covid-19.
Elimination of Violence against Women - 16 Days of Activism
Elimination of violence against women – 16 Days of Activism. You too can do something about it! The 25th of November is the kick off date for the annual international campaign of 16 days of activism against Gender Based Violence. It starts on the International Day for the Elimination of Violence against Women and runs till the 10th of December, Human Rights Day .

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has received numerous responses and has decided to extend the submission due date for the survey of survivors of human trafficking to Monday 26 August 2019.

Equal opportunities and access to the labour market

Education, training and life-long learning Everyone has the right to quality and inclusive education, training and life-long learning in order to maintain and acquire skills that enable them to participate fully in society and manage successfully transitions in the labour market. 2. Gender equality Equality of treatment and opportunities between women and men must be ensured and fostered in all areas, including regarding participation in the labour market, terms and conditions of employment and career progression. Women and men have the right to equal pay for work of equal value.
The gender pay gap in the EU and the European Pillar of #SocialRights

Gender Equality in the Media Sector
This study was commissioned by the European Parliament’s Policy Department for Citizens' Rights and Constitutional Affairs at the request of the Committee on Women's Rights and Gender Equality. It examines key elements of the European policy agenda pertaining to gender equality in the media sector. It also reviews existing research on women's representation within media content and the media workforce. The study provides analysis of actions to promote gender equality in the media at both EU and Member State levels. Finally, it presents case studies of gender equality in the media sector in four Member States: Austria, Malta, Sweden, and the UK.
Empowering women and girls in media and ICT
On the occasion of the International Women's Day, the Committee on Women’s Rights and Gender Equality is holding an inter-parliamentary committee meeting on empowering women and girls in media and ICT. The meeting, which will bring together EU institutional representatives, members of EU national parliaments, experts and stakeholders, will take place on 08 March 2018. The presentation and debates will deal with the topics of women shaping media, empowering women and girls through digital inclusion and women’s movements and advancing equality in the digital age.
Digital healthcare / health insurance
In the view of the EESC, given the digital revolution in the field of health, it is vital to maintain and promote a health insurance system which serves the needs of everyone, and is solidarity-based, inclusive and non-discriminatory. Inclusion and fair access for all to good quality health services (digital or otherwise) and commitment to these are in fact prerequisites for universal health coverage.
Gender equality in European labour markets
In order to improve gender equality in labour markets, the EESC considers it necessary to draw up an integrated and ambitious European strategy to tackle systemic and structural obstacles and lead to adequate policies, measures and EU funding programmes for improving equality between women and men, thus fostering "more equal economic independence of women and men" . This would also contribute to the implementation of the European Pillar of Social Rights.

Developing services in private homes in order to achieve a better work-life balance Every family has a home and clothes to maintain, meals to prepare, children to care for, elderly parents or ill or disabled family members who need help. Women often have to work part-time in order to carry out these tasks, missing out on the career for which they have trained or on time they would use for training.
Women and girls digital gender gap
This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee, attempts to reveal the links between the different factors (access, skills, socio-economic and cultural), which prevent women from having equal access to digital technology. It then suggests ways of dealing with online and offline inequalities to the effect of closing the digital gender gap and improving women’s and girls’ digital inclusion and future technology-related career paths.
Plastics, human health and environmental impacts: The road ahead
Plastics have been with us for more than a century, and by now they’re everywhere, for good and for ill. Plastic containers and coatings help keep food fresh, but they can also leave behind neurotoxins such as BPA in the human body. PVC is used for everything from pipes and flooring to furniture and clothes, but it contains compounds called phthalates that have been implicated in male reproductive disorders. Studies have also shown that childhood exposure to environmental pollutants can have significant negative effects later in life, including reduced labor force participation and even earnings.
European Commission aims to significantly reduce the gender pay gap
The European Commission plans to use a series of measures aimed at significantly reducing the pay gap between men and women over the next five years. The average gender pay gap in the EU currently stands at 18%. To lower this rate, the Commission plans to raise awareness among employers, encourage initiatives to promote gender equality and support the development of tools to measure the gender pay gap.

The Hague Conference on Private International Law The « Parentage / Surrogacy Project » Intervention of a Grouping of Human Rights Non-Governmental Organizations In March 2015, we sent to the permanent Bureau a contribution showing that surrogacy is contrary to international human rights law and proposing the creation within the UN of a Convention on the International Abolition of Surrogacy. We also requested to be consulted as part of the current work of the HCCH, in order to represent the views of civil society. Since our contribution has not been taken into account so far, we ask once again for our arguments to be considered by the Experts’ Group on Parentage / Surrogacy. We ask for a radical change of perspective in the way the issue of surrogate motherhood is dealt with.

The National Council of Women strongly supports and looks forward to the proposed steps to be taken by the Office of the Attorney General and the Malta Police Force to review and propose reforms on current procedures concerning the identification of victims of human trafficking, before the initiation of prosecution proceedings.

The National Council of Women is very concerned with the proposal that once again is being put forward to debate legalising prostitution and it reiterates its position that such a law would be a confirmation that women are considered a commodity and that women's sexual favours are there for the taking as long as one pays!

International Women’s Day 2017 - Be bold for change March 8th has become synonymous with the celebration of International Women’s Day, a day established as such by the United Nations in 1975. The first marches for Women’s rights can however be traced back to 1908 when 15,000 women marched in New York City demanding better working hours, pay and having voting rights like men. Although the marches and celebrations started at the turn of the 20thCentury , it took nearly 70 years for the realization that something concrete must be done to start the uphill climb of gender equality. Today more than 45 years later from that day, themes for IWD remain basically the same, with many predicting that full gender equality will not be achieved before another 170 years, and although the intentions to move to gender equality are present, yet a regression to 2008 levels has been registered in several countries. Can businesses and politics afford to wait that long to reap the benefits of gender equality in leadership positions.

Vera Jourová, European Commissioner for Justice, Consumers and Gender Equality has taken the initiative to dedicate 2017 to combating violence against women. But it requires the dedication of all of us: Member State national and local authorities, International Organisations, civil society organisations, academia, businesses, trade unions, police, health professionals, social care professionals and all European men and women to fight to make violence against women a thing of the past. More than an awareness-raising campaign, this initiative will support and engage all stakeholders in combatting this problem. Commissioner Jourová invites all to join these focused actions to combat violence against women, as it will be a concerted effort.

The National Council of Women is very concerned with the proposal that once again is being put forward to legalise prostitution.(Times of Malta 6.4.2016).Such a law would be a confirmation that women are a commodity and that women's sexual favours are there for the taking as long as one pays! This worst form of degradation of women is totally unacceptable.

The National Council of Women welcomes the introduction of the Maternity Leave Trust Fund, a pool that will contribute to maternity leave of women employed in the private sector. The recent increase of female participation in the labour market, including of those of child bearing age, may not demonstrate that there is gender discrimination dsince the employer is to contributing to the maternity leave compensation, but in actual fact discrimination still exists .

Three years ago the Embryo Protection Act was enacted. As the name implies this law was specifically drawn to safeguard the rights of a new human being at its most vulnerable stage. Bringing a child into the world is not a right, either to a male or female who wish to become a parent, because in so doing they might be ignoring the rights of the third person in this equation- the child.

Strasbourg, 20/11/2013 (Agence Europe) - The European Parliament has given a boost to meritocracy in businesses with its approval, by very large majority (459 votes to 148, with 81 abstentions) of the introduction of a quota of 40% of women on the boards of directors of large European companies quoted on the stock exchange, of which there are around 5,000, in 2020.

The National Council of Women welcomes the document EARLY CHILDHOOD EDUCATION & CARE IN MALTA and agrees with it as THE WAY FORWARD. The proposal in the electoral manifesto by the now government to offer childcare for under three year olds , free of charge , can be an incentive to women seeking employment. As per the Barcelona targets (2002) EU member states agreed to : Remove disincentives to female labour force participation and strive, taking into account the demand for childcare facilities and in line with national patterns of provision, to provide childcare by 2010 to at least 90% of children between 3 years old and the mandatory school age and at least 33% of children under 3 years of age.
 
03/12/2013 - Domestic Violence: Is All that Can Be Done, Being Done?
 
Year after year a day is dedicated to eliminate violence against women, but year after year more women are being brutally murdered as a result of violence against them , generally by men. This phenomena has not seen any abatement in recent years but an increase has been registered across several countries. The reasons are said to be several , including the classical right of possession and obsession by the man over the woman, but other reasons such as financial jealousy, lack of finances and job losses, alcohol and drug abuse as well as mental health problems , have been attributed to this increase. The list of causes keeps getting longer and longer as does the number of women victims. News briefs report only violence that has resulted in deaths but these are only the tip of the iceberg.

The National Council of Women categorically states that any form of 'Maltese citizenship' scheme whose only aim is to raise additional revenue immediately should be condemned. Although the secrecy clause has been withdrawn (by the PM and not by Parliament so far) this does very little to change the objective behind the scheme and the way it will be handled by a foreign company. At this stage, the matter deserves a decision to be taken by all Maltese citizens through an abrogative referendum

Brussels, 13/09/2013 (Agence Europe) -MEPs are urging the member states to do all in their power to reduce the salary gap between men and women, which is still around 16% on average in Europe. On Thursday 12 September, they adopted a resolution to this effect drafted by MEP Edit Bauer (EPP Slovakia). The salary gap also has long-term negative fallout for women on the employment market, their pension levels and exposure to poverty.

Women in the European Union earn on average 17.5% less than men during their lifetimes. This stark figure will be highlighted tomorrow during the first EU-wide Equal Pay Day. This day – 5 March – marks the extra number of days in 2011 that women must work to match the amount of money earned by men in 2010. The European Commission is committed to closing the gender pay gap and published an overall strategy for gender equality in September 2010 (see IP/10/1149 and MEMO/10/430). This year’s Equal Pay Day, which aims to raise awareness of the pay gap, comes ahead of International Women's Day on 8 March.

On the 14th of December the European Parliament voted with a strong majority in favour of the Directive against trafficking in human beings that the Commission proposed in March 2010. This survey was carried out by the National Statistics Office on behalf of the National Council of Women in collaboration with NCW Vice-President Grace Attard. It was conducted amongst a sample of 1,432 persons aged 18 and over, of which 1,004 or 82.6 per cent accepted to respond. Of the respondents, 51.0 per cent were women and 49.5 per cent were gainfully occupied. The questionnaire covered a number of topics relating to women in the work-place, such as prospects for promotion and obstacles in being promoted, as well as opinions on the balance of men and women in parliament and local councils.

Civil society organisations from the EU and countries around the Mediterranean met in Rome from 10 to 12 November 2010 for the annual Euro-Mediterranean Summit of Economic and Social Councils and Similar Institutions. Addressing the issue of women's participation in decision-making is one of the six priorities of the EU Roadmap for Gender Equality 2006-2010. All member states are obliged to take the necessary measures to implement the Roadmap. NCW Vice-President Grace Attard, who worked on the project, stated that it is in this context that the NCW, in collaboration with the National Statistics Office, has conducted this study on ‘Obstacles to the Participation of Women in Decision-making’ (a UNESCO project). The Conference was held on Tuesday 22nd May at Le Meridien Phoenicia Hotel, Floriana, to present the findings and to identify obstacles for women in decision-making posts in political, economic and social sectors.
